Ecosystem Goals Project

Description: The Comprehensive Conservation and Management Plan
produced by the San Francisco Estuary Project in 1993 recommended the development
of a plan for regional wetlands restoration, which would indicate the types
and amounts of wetlands required in different parts of the region to support
a healthy Bay ecosystem. The Goals Project was conceived of as a multiagency
project to meet that need. The Project was coordinated by an independent science
organization, the San Francisco Estuary Institute, so that it would not be
considered part of any one agency. The project focused on establishing an
understanding of the past, the present, and environmental change as a basis
for long-term ecological goals. Focus teams for different taxa, and physical
processes, worked first independently to determine species needs and then
together to integrate their recommendations and resolve conflicts. The project
was funded by quite limited, primarily local funds; this caused challenges,
and required substantial volunteer commitments from scientists and agencies,
but also resulted in a highly participatory, homegrown flavor.
Outcome: The project is considered quite successful for not
only producing a stronger scientific basis for restoration and management
activities, but also resulting in significant increases in the momentum for
restoration, the coordination of activities, the size and scope of projects,
and the funds available.
