Description: During the development of the CCMP, the Estuary Partnership
conducted a comparative risk survey to determine what was perceived by the public,
selected focus groups, and the scientific community as the greatest risk to
the lower Columbia River. All three groups identified the loss of habitat as
the greatest threat to the river.
Outcome: Habitat protection and restoration is the highest priority activity
for the Estuary Partnership.
