Compliance Evaluation - Wetland Mitigation Evaluation Study, Phase I: Compliance

Description:  This study assessed the effectiveness of compensatory wetland mitigation statewide.

Permit compliance was evaluated for 45 mitigation projects randomly selected from U.S. Army Corps of Engineers and state Department of Ecology databases. The study evaluated site conditions against requirements of a variety of regulations (including Section 404 permits, water quality certifications, wetland mitigation plans, and monitoring reports).

The study asked three questions of each project:

1) Was the project implemented?

2) Was it implemented to plan? and

3) Was it meeting its performance standards (those assessable by the methods of this study)?

Outcome: Statewide 45 mitigation projects were evaluated:

13 projects (29%) were in full compliance with the 3 main questions. 

42 (93%) projects were implemented and of these, 23 (55%) were implemented to plan.

34 projects had standards that could be evaluated.  Of these 12 (35%) met all performance standards.
