Insights on the NEPs - New York-New Jersey Harbor Esutary

ANEP: New York-New Jersey Harbor EsutaryThe New York-New Jersey Harbor Estuary Program has a lead role in many bi-state issues that impact the Harbor including: water quality, habitat, floatable debris, and sediment management. Many actions are being implemented through partnerships among public agencies and with the private sector, including the following:

  • A Comprehensive Restoration Plan for habitat has been developed that will act as an umbrella for all restoration work being undertaken in the Harbor.

  • A series of projects have been funded for construction utilizing rain gardens and other green infrastructure techniques to control stormwater.

  • HEP continues to support appropriate public access to the Harbor through hands on activities, events and the construction of a small boat launch dock.

  • The US Army Corps of Engineers has lead a HEP effort to complete a Regional Sediment Management Plan for the Harbor that considers sediment quality, quantity and navigation issues.

  • A plan is being refined to control nutrient loadings to alleviate low dissolved oxygen conditions that result in impairments to marine life.  Because of the potential significant cost of these actions, a full analysis of options is being undertaken.  

HEP Habitat work group has identified priority acquisition and restoration areas throughout the estuary and published maps of them. Tens of millions of dollars have already been obtained for these sites, primarily through state bond acts, open space programs, and special initiatives through organizations such as the Port Authority of New York and New Jersey.

HEP partners have completed the Contaminant Assessment and Reduction Project (CARP) modeling tool, and are currently using it to assess options for control of toxic contaminants.
